Fibeo is led by a Board with deep experience across broadband infrastructure, technology, governance and large-scale operations. Together, they bring a shared focus on service quality, disciplined execution and long-term customer and shareholder value creation.

Chief Executive Officer & Founder
Caelan is the Founder and Chief Executive Officer of Fibeo, and is responsible for the vision, operating model, and day-to-day leadership of the business.
Caelan founded Fibeo in response to years of first-hand frustration with poor broadband service and a lack of credible alternatives in the UK market. Driven by the belief that broadband is an essential utility - one that in general should be delivered to a higher standard - Caelan set out to build a provider focused on quality across every dimension of the customer experience, from product design and network performance, through to customer support and service reliability.
Caelan brings a background in operational leadership and customer experience across regulated and service-critical sectors, including utilities and financial services. His experience has consistently centred on improving customer outcomes, strengthening operational processes, and delivering consistent service quality at scale, with a particular focus on designing and operating services that deliver high standards of customer experience in complex, regulated environments. These foundations directly inform Fibeo’s focus on simplicity, transparency, and doing the fundamentals exceptionally well. This is the origin of Fibeo’s principles: Fast. Fair. For You.
As Chief Executive Officer, Caelan leads Fibeo’s commercial execution, customer strategy, and operational development, with a strong emphasis on building robust systems, high-quality support functions, and a product offering designed to exceed customer expectations rather than simply meet them. He works closely with Fibeo’s Board and senior leadership team, benefiting from active mentorship and oversight from industry-leading executives with deep experience in telecommunications, governance, and large-scale operations.
Caelan is currently completing a BA (Hons) in Criminology & Law, reflecting his wider interest in governance, accountability, regulatory frameworks, and how complex systems can be designed to operate fairly, transparently, and in the interests of the people they serve.
Caelan is a proud Scottish native and lives in Ayrshire in the West of Scotland. As you would expect, being a CEO does not leave much free time, but when he does step away from the business he enjoys spending time with his partner, Kiefer, and their four French Bulldogs, as well as having a keen interest in cookery and playing the guitar.

Chairman
Liam is a senior technology and business leader with more than 20 years’ executive experience, including operating at a senior level within one of the FTSE 100’s most successful constituents.
Liam was formerly the Group IT Director of Persimmon plc, where he led the Group’s technology strategy and function during the company’s strongest period of operational and financial performance on record. He was responsible for enterprise-wide technology delivery and transformation across approximately 800 locations and 5,000 staff - during a period in which Persimmon delivered sector-leading shareholder returns.
Liam has also held executive-level appointments at other prestigious organisations, including the Jersey Financial Services Commission (JFSC) - the financial regulator of one of the world’s most highly regarded international finance centres.
Most notably, Liam conceived, built, scaled and led FibreNest - Persimmon's vertically integrated full-fibre infrastructure operator and retail service provider. Launched from a standing start in 2017, Liam led FibreNest to a £550m discounted cash flow valuation within just four years of launch - delivering significant additional, non-cyclical value for Persimmon’s shareholders.
FibreNest achieved market-leading customer service performance that exceeded UK industry averages, and materially contributed to Persimmon’s overall improvement in customer satisfaction score within its core business.
The creation of FibreNest is widely recognised as a sector-defining, industry-first model that reshaped expectations of how infrastructure assets can be built, governed, and monetised both within the housing sector, and beyond.
Liam has a proven track record of delivering industry-first propositions and rapidly scaling high-value businesses with financial discipline and resilience. Fibeo represents a next such step - applying those same principles of service excellence, acute commercial rigour, and disciplined capital allocation, to deliver another first – now for the UK retail ISP market.
As Chairman, Liam brings deep strategic oversight and governance leadership, ensuring Fibeo is built for long-term sustainability, financial rigour, and ensuring clear alignment between customer-owner and operator. He works closely with Caelan and the Board to ensure we deliver on our founding purpose of delivering a superior broadband service - for the financial benefit of the people who use it.
Liam was born into a construction background and naturally retains a strong interest in property development. When time allows, he also enjoys flying and scuba diving.

Chief Technology Officer
Ross is a highly experienced networking and infrastructure leader with more than 25 years’ senior experience within the UK telecommunications sector. Like Caelan, Ross is also a proud Scotsman, originally from Ayrshire, and brings both deep technical expertise and a shared commitment to building a business rooted in long-term value, quality, and accountability for the benefit of the Scottish people, and beyond.
Ross has held senior leadership roles across several significant communications and infrastructure providers, including FullFibre, MLL Telecom, and Capita. Across these roles, he has led the design, build, and operation of resilient, carrier-grade networks, whilst delivering market-leading innovation in service platforms, automation, and the customer experience.
Most recently, Ross served as Chief Technology Officer at Full Fibre, where he led the company’s technology strategy through a period of rapid national expansion. He was responsible for aligning network architecture, systems, and digital platforms with the business’ transition from a high-growth challenger, to a sustainable, positive-EBITDA altnet.
Prior to joining FullFibre, Ross played a pivotal role in the success of FibreNest, serving as the Chief Technology & Operations Officer within its underlying network operations partner, Horsebridge. Ross worked closely with Liam and his leadership team to strengthen FibreNest’s operational performance, and deliver a market-leading customer proposition. His contribution enhanced network resilience, service reliability, platform consolidation, and directly supported FibreNest’s sector-leading customer service metrics.
Ross has a strong track record of delivering fully digitalised, end-to-end customer journeys where he has successfully removed friction across every customer touchpoint - from onboarding and provisioning, through to service management and support. His work consistently combines operational efficiency with materially improved customer satisfaction.
At Fibeo, Ross brings a rare combination of deep technical credibility, innovation leadership, and commercial awareness. He is responsible for ensuring Fibeo’s technology and network strategies are robust, scalable, and future-proofed, whilst delivering market-leading experiences through the efficient deployment of innovative ‘digital-first’ technologies.
Ross now lives in Yorkshire with his wife and three children. He is a keen motoring enthusiast, with a particular interest in collecting vintage Mercedes cars.
