Fibeo is led by a Board with deep experience across broadband infrastructure, technology, governance and large-scale operations. Together, they bring a shared focus on service quality, disciplined execution and long-term customer and shareholder value creation.
Chairman
Liam is a senior technology and business leader with more than 20 years of executive experience, including board-level roles within one of the FTSE 100's most distinguished and successful constituents.
As former Group IT Director of Persimmon plc, Liam directed the Group's technology strategy across approximately 800 locations and a workforce of 5,000 during the company's strongest period of operational and financial performance on record.
Most notably, he conceived, designed, and led FibreNest, Persimmon's vertically integrated full-fibre infrastructure operator, from inception in 2017 to a £550m discounted cash flow valuation within four years. Widely recognised as a sector-defining proposition, FibreNest fundamentally reshaped industry expectations of how infrastructure assets can be architected, governed, and monetised.
Liam has also held executive appointments at the Jersey Financial Services Commission, the regulatory authority of one of the world's most highly regarded international finance centres.
As Chairman, Liam brings rigorous strategic oversight and governance leadership to Fibeo, ensuring the business is structured for long-term sustainability and clear alignment between the interests of customer-owners and the operator. He works closely with Caelan and the Board to advance Fibeo's founding mission.
Chief Executive Officer
Caelan is the Founder and Chief Executive Officer of Fibeo, with a background in operational leadership and customer experience across regulated sectors including utilities and financial services.
He founded Fibeo after years of first-hand frustration with poor broadband service and a striking absence of credible alternatives, driven by the belief that broadband is an essential utility that deserves to be delivered to a genuinely higher standard.
Caelan brings deep expertise in operational leadership and customer experience, with a consistent focus on improving customer outcomes, strengthening operational processes, and delivering service quality at scale, foundations that directly inform Fibeo's uncompromising approach to transparency, accountability, and consistently higher standards of service delivery for every customer.
Caelan is currently completing an LLB (Hons) in Law, reflecting a broader intellectual interest in governance, accountability, and how complex systems can be designed to serve people fairly.
As CEO, Caelan drives Fibeo's commercial growth, customer strategy, and operational development, working closely with the Board and senior leadership team to build a business defined by robust systems, disciplined execution, and an unwavering commitment to delivering for its customer-owners.
Chief Technology Officer
Ross is the Chief Technology Officer of Fibeo, responsible for the technology strategy, systems architecture, and digital infrastructure that underpins every dimension of the customer experience.
He brings more than 25 years of senior experience across the UK telecommunications sector, having held leadership roles at several significant providers including FullFibre, MLL Telecom, and Capita, combining deep technical expertise with meaningful innovation in service platforms and customer journey design.
Most recently, Ross served as Chief Technology Officer at FullFibre, where he guided the company's technology strategy through a period of rapid national expansion, overseeing the alignment of systems, platforms, and digital infrastructure with the business's transition from a high-growth challenger to a sustainable, positive-EBITDA altnet.
Prior to that, as Chief Technology and Operations Officer at Horsebridge, he played a pivotal role in the operational success and market-leading customer proposition of FibreNest.
As CTO, Ross leads the technology foundations on which Fibeo is built, working closely with Caelan and the senior leadership team to ensure the business delivers robust, scalable, and future-proofed digital platforms with an unwavering commitment to seamless, market-leading customer experiences.
Chief Financial Officer
Neil is the Chief Financial Officer of Fibeo, responsible for the company's financial strategy, governance, and the commercial foundations that underpin its long-term growth and customer-owner model.
He brings more than thirty years of finance experience, the majority earned inside telecoms businesses at varying stages of growth and transformation, combining rigorous financial discipline with deep commercial awareness across international markets.
Most recently, Neil served as Chief Financial Officer at Jurassic Fibre and Cuckoo Fibre, providing central financial leadership through periods of significant operational scale-up and guiding both businesses through the commercial and structural demands of competing at the sharpest end of the UK fibre market.
Prior to that, his career spanned CFO roles at Digicel and Emtel and senior finance positions across Cable & Wireless operations in Panama and the Caribbean, giving him a breadth of international experience few in the sector can match.
As CFO, Neil leads the financial foundations on which Fibeo is built, working closely with Caelan and the Board to ensure the business enters its crowdfunding campaign and service launch with robust financial governance, sound commercial structure, and the confidence of its customer-owners firmly established.
